Senior Fellow in the Nuclear Policy Program, Carnegie Endowment for International Peace, based in Beijing at the Carnegie–Tsinghua Center for Global Policy. Research focuses on strategic security issues, such as nuclear weapons policy, arms control, and China’s security and foreign policy.
